Biografía: Earned a Ph.D. in Resource Development at Michigan State University. He is a professor-researcher at the Department of Urban and Environmental Studies in El Colegio de la Frontera Norte. He has served as faculty member in the Autonomous University of Baja California, Autonomous University of Southern Baja California, CETYS University, and Xochicalco University. He has conducted research and published numerous papers, articles, and book chapters on topics related to water resources management and agriculture. He was the winner of the 1995 Ernest Feder Prize awarded by the Institute of Economic Research of the National Autonomous University of Mexico.
